New charges filed against Latrobe woman jailed on sex assault allegations

A Latrobe woman accused of sexually assaulting two teen boys was arraigned Monday on new charges that she repeatedly groped a fellow inmate at the Westmoreland County Prison, according to court papers.

Shanda Rae Hitchcock, 34, is charged with five counts of indecent assault in the new case.

County detectives were notified Sept. 25 of the inmate’s complaint regarding Hitchcock. The woman told investigators that Hitchcock rubbed her legs and grabbed her breasts while a group was playing cards last month, according to court papers.

The groping continued for about a week and Hitchcock wrote her at least three letters containing explicit language, police said. The accuser said she was looking at a book in the library on Sept. 17 when Hitchcock grabbed her between the legs.

Two other inmates reported to police witnessing the groping, according to court papers.

Hitchcock has been in the county jail on $30,000 bail since November when charges were filed in connection with alleged sexual assaults of the two boys — the first starting in 2004 and the second in 2016, according to state police.

One man told investigators he was about 14 when Hitchcock first raped him at a Unity home, police said in court papers. The accuser told troopers the assaults happened on a weekly basis for about four years despite him telling her no.

The second accuser was 14 when he said Hitchcock assaulted him at the Unity home in October 2016. She is charged with rape, involuntary deviate sexual intercourse and related offenses in those cases. No court action has been scheduled, according to online court records.

In the new case, she did not have an attorney listed in online court records. Her bail was set at $25,000. An Oct. 16 preliminary hearing is set.
