The pair of retirees from Knoxville, Tenn., Bill a former carpenter and Beverly a teacher, will be selling their handmade hair bows for children at the 50th annual Westmoreland Arts and Heritage Festival. Their business is called Chloe Lia Hairbows, named after their grandchildren.
