Springdale man accused of dealing heroin headed to court

A Springdale man accused of dealing heroin last month is headed to court.

William Kelly, 49, faces felony charges of drug delivery and possession and related misdemeanor drug charges. He waived his right to a preliminary hearing on the charges before Magisterial District Judge David J. Sosovicka in Harmar on Monday.

Springdale Township police Chief Mike Naviglia said he was conducting a drug detail about 10 a.m. on Jan. 31 when he saw a truck involved in dealing heroin driving through Springdale Borough. In the passenger seat was a man Naviglia had previously arrested for heroin possession, according to a criminal complaint.

Naviglia saw the truck pull into Wilson Avenue in Harmar, where the occupants did a drug deal with another man Naviglia previously arrested for heroin possession and drug dealing, the complaint said.

The chief pulled the truck over when it entered Springdale Borough and identified Kelly as the driver.

Police say they found a bundle of heroin and a small amount of marijuana in Kelly’s jacket pocket and the passenger told Naviglia he purchased a bag of heroin from Kelly, the complaint said. In all, police found Kelly to be in possession of 12 heroin stamp bags.

Kelly posted $20,000 bond and was released from Allegheny County Jail on Jan. 31. He is set to appear for a formal arraignment on March 22.

Court records don’t list an attorney for him.

The passenger was released and not charged in connection to the incident, according to court records.
