New Kensington police charged a woman with indecent exposure after, they say, she urinated in a parking lot after being pulled over and accused of driving too slowly.
In addition to indecent exposure, police charged Joanne Lynn Stone, 56, of Moon Township on Friday with driving under the influence, drug offenses, driving with a suspended license and driving too slow for conditions.
According to a criminal complaint, the incident happened about 1:30 a.m. April 29 on Freeport Road.
In the complaint, an officer said he was driving in the 2000 block of Freeport Road behind a sedan that was impeding the flow of traffic by traveling about 10 mph. The posted speed limit in that area is 25 mph.
The officer said he followed the car into the parking lot of the former Beermuda, which was closed at that time following a fire in October. He was about to activate the lights and sirens on his marked unit when the driver, who he knew was Stone, got out and headed toward the bar, police said.
The officer said he knew Stone’s driver’s license was suspended because of a DUI.
The officer said Stone appeared to be under the influence of narcotics. She was stumbling, and her words were slurred, the complaint states.
After asking whether she could urinate in the parking lot and the officer telling her no, the complaint says, Stone went beside her vehicle and proceeded to do so.
A small baggie of suspected crack/cocaine was in plain view in the center console of Stone’s car, according to the complaint. A crack pipe later was found in a cigarette box.
Police said Stone admitted to buying the drugs in New Kensington and last smoking it about 45 minutes before the traffic stop.
They said Stone at first agreed to a blood test but later refused, saying: “I’m not going to give you blood. I smoked crack; it’s in there,” according to the complaint.
Stone is scheduled for a preliminary hearing before New Kensington District Judge Frank J. Pallone Jr. on Sept. 7, according to court records.
