Lower Burrell awards final major contract for $3.1M City Hall project

Lower Burrell Town Hall renovation project will start this month.

Lower Burrell Council awarded a contract of nearly $356,000 to Marc Service Inc. to handle heating, ventilation and air conditioning work for the $3.1 million renovation of City Hall that’s expected to begin this month.

Marc Service Inc. of Windber turned in the “lowest responsible bid” among four bidders, according to Amy Rockwell, Lower Burrell’s city administrator.

Most of the contracts for the City Hall project were awarded last month, but the city sought new bids for the HVAC work due to confusion over the bid specifications.

The City Hall project should take about a year to complete.

The city has outgrown the outdated building. The police department hasn’t met federal requirements for storing evidence and doesn’t have a short-term lock-up for suspects who have been arrested, while the public works department can’t fit its main work truck into its garage.

Council raised real estate taxes in 2017 in anticipation of the project, and then earlier this year floated a $4.5 million, 30-year bond to pay for it.
