Allegheny Township looks to borrow money for $1.6M building project

Allegheny Township is seeking proposals for bank loans to help it pay for an anticipated $1.6 million in improvements to its community Building.

The proposals are due by Feb. 6. Township supervisors are expected to pick one of the proposals in the next few months, and construction could start as early as April or May, according to township manager Greg Primm.

“The goal is to have the renovation completed by the end of the year,” Primm said.

The township wants to enlarge its municipal building by 30 percent, or 3,200 square feet, so it can have all township services in one location, Primm said. Currently, the sewage authority and tax office are located elsewhere. Work also would include replacing the roof, insulating the building and making facade improvements.

The building was constructed about 60 years ago, and the last significant interior renovations were done in the 1990s, according to Primm.

Supervisors are expected to vote to approve designs for the proposed project at a Feb. 11 meeting.

Borrowing money for the project won’t require a tax increase because the township retired all of its debt late last year. Supervisors budgeted money for debt payments this year in anticipation of the community building project. The township sets aside 2 mills of taxes, or about $187,000 a year, for debt payments.

Primm said supervisors will consider proposals that stretch out loan repayments over 20 and 30 years.
