Highmark Health Plan names president

Tom Doran has been named Highmark Health Plan president

Tom Doran has been named Highmark Health Plan president, taking the reins of the country’s fourth-largest Blue Cross Blue Shield affiliate with about 6.8 million members.

Doran is not new to the Pittsburgh-headquartered health insurer.

Most recently, he served as the health plan’s chief operating officer when former health plan president Deb Rice-Johnson became CEO of Highmark’s diversified businesses and the organization’s chief growth officer last year.

Doran joined Highmark in 2017 as the president of subsidiary HM Insurance Group and continues to serve on its board. In 2019, he also took on a role as chief financial officer for Highmark Health Plan, and then transitioned to a chief operating officer role for the Health Plan.

“Tom has been an asset to many parts of our organization over the past five years, and we are confident that he can continue the Health Plan’s momentum and growth,” said Karen Hanlon, executive vice president and chief operating officer of parent company Highmark Health.

Doran joined Highmark from Medical Risk Managers, a stop loss provider, where he served as the company’s president. Prior to that, he held the role of executive vice president at MRM.

Highmark Health Plan has about 6.8 million members in Pennsylvania, Delaware, New York and West Virginia, and nationally through the Blue Card program.
