Police: Treasurer withdrew more than $10K from Plum parent-teacher organization account
The treasurer of a Plum elementary school’s parent-teacher organization is accused of stealing more than $10,000 from the organization through a series of ATM withdrawals in the spring, according to the charges against him.
Omarr Moses, 32, of Monroeville, is charged with theft and device fraud in connection with the missing money.
A criminal complaint filed by Plum police listed more than a half-dozen separate incidents in which police said Moses used the Center Elementary PTO’s debit card to withdraw money.
Police described Moses’ distinct blue Subaru with a blue emblem and red clown nose on the front grill. The complaint said he withdrew several hundred dollars from the S&T Bank ATM on Saltsburg Road on March 7, March 9, April 5, April 13, April 17 and April 18.
Moses was wearing the same yellow jacket in several of the ATM visits, all of which were recorded by a security camera, according to the complaint.
The complaint said Moses called the bank on March 7 and March 9 to speak with customer service, requesting an increase to the amount he could withdraw from the PTO account. On March 15, he changed the address on the account to his own, so all statements would be sent to him, the complaint said.
On April 18, Moses again called and requested to increase the amount of cash he could withdraw, police said.
The complaint said Moses typically withdrew around $800 per transaction, and on several occasions he visited the ATM multiple times in one day. Sometimes his wife, who is vice president of the PTO, was in the Subaru with him, and other times a child could be seen in the car, police said.
Investigators wrote in the complaint that Moses was contacted for a police interview May 27 and scheduled the interview for June 2. Moses tried to deposit more than $3,000 into the account May 29, but the account had been closed by that point. He tried again to deposit money — this time, $6,050 — in person on June 3, police said.
Police said Moses did not show up for his scheduled interview and “never answered his phone again” when investigators tried contacting him.
A preliminary hearing is scheduled for July 27. Court records did not list an attorney for Moses as of Wednesday afternoon.
