A 34-year-old Scott man resisted officers from four police departments after defecating in a vacant Chatham Park Drive apartment, according to a criminal complaint.

Two women called police to the apartment complex on Sept. 30 because a neighbor knocked on their door and tried to force his way into their apartment, police said.

The neighbor, James Edward Lipinski, wasn’t wearing pants, they told police.

Lipinski told them he needed to get “the laundry man,” which they presumed to be the laundry room near their apartment. They opened the door with the chain bolt on and told him he needed to go to the laundry room.

Lipinski tried to force his way inside and waved his arm inside the door trying to grab the women, who were ultimately able to shut the door and call police, according to the criminal complaint.

When police arrived, the women were visibly shaken.

They told police Lipinski also went into the next door apartment, which was vacant. Inside that apartment, police found a pile of feces.

Police went to Lipinski’s apartment and spoke with his caretaker, an employee of Weiblinger’s Residential Care Inc.

Lipinski denied trying to get into the women’s apartment but admitted to defecating on the floor of the vacant apartment, according to the complaint.

Police had Lipinski clean up the mess, then tried to handcuff him, according to the complaint.

Lipinski tried to spit on one officer and tried to run away after he was handcuffed, police said.

A struggle ensued and Lipinski was able to slip the handcuffs from behind his back to the front of his body. Three officers tried to subdue him, but Lipinski ignored their commands, tried to bite them, and kicked one of the officers, according to the complaint.

Police called for backup and police from Carnegie, Heidelberg and Green Tree assisted. It took eight officers to subdue Lipinski, who resisted five attempts to stun him with a Taser, according to the complaint.

While being transported to the Scott police department, Lipinski again slipped the handcuffs to the front of his body, according to the complaint.

He was placed in leg shackles with his handcuffs on while in the holding cell and banged himself off the walls and door of the cell, according to the complaint.

The director of Weiblinger’s told police Lipinski has “many other issues.”

The director declined to comment for this story.

Lipinski was convicted of arson in 2009 and sentenced to probation in the county’s mental health court, according to online court records.

He now faces three counts of aggravated assault, and single counts of simple assault, burglary, criminal mischief, criminal trespass, resisting arrest and loitering and prowling at night.

Lipinski is in Allegheny County Jail on $100,000 bail awaiting an Oct. 17 preliminary hearing, according to court records.
