Delaware man accused of stabbing woman in North Hills arraigned in Allegheny County Court

A Delaware man is accused of breaking into the North Hills home of his ex-girlfriend’s parents this summer and trying to kill her with a knife.

Allen Cephas Foote, 50, of Wilmington, Del., was arraigned Tuesday morning in Allegheny County Common Pleas Court in connection with the case, court records show.

A criminal complaint filed in the case said Foote used a glass-cutter to enter the Marshall home, where the alleged victim was staying with her parents.

The victim’s stepfather checked the first floor after hearing a noise but did not encounter Foote, the complaint said. After the victim returned to her bed and began to fall asleep, police said Foote pepper-sprayed her and the two began fighting.

The victim started screaming and yelling for both of her parents, the complaint said. Foote stabbed her at least twice, police said.

After Northern Regional police arrived, the complaint said Foote fled to a bathroom and jumped out of a window.

McCandless/Franklin Park EMS took the victim to Allegheny General Hospital, where she was treated for puncture wounds to her right breast area and her back, the complaint said.

Foote also was taken to Allegheny General Hospital for injuries suffered when he jumped from the window, the complaint said.

Northern Regional police found at least two knives, a glass-cutter and duct tape at the scene, the complaint said.

Police charged Foote with attempted homicide, two counts each of aggravated assault and possessing instruments of crime and one count each of simple assault, recklessly endangering another person and burglary, court records show.

Foote has been held in Allegheny County Jail since July, court records show. Judges have denied him bail twice.

Foote is represented by public defender Heath Edward Leff, court records show. County spokeswoman Amie Downs, speaking on behalf of the public defender’s office, declined to comment Tuesday afternoon.
