Munhall neighbors’ dispute ends in gunfire

A dispute between neighbors in Munhall over a water leak ended Sunday with one man shot and another in jail facing attempted homicide charges, police said.

The shooting happened about 10:30 a.m. at a house on Shady Avenue near Superior Street, police said.

According to the criminal complaint, the argument began when the victim, who lives on the first floor of the Shady Avenue house, discovered water leaking from the second-floor apartment into his kitchen.

Police said the first floor resident began arguing with his upstairs neighbor, 30-year-old Victor Harvey, through the ceiling. He eventually went outside and began arguing with Harvey about the leak outside Harvey’s door, according to the complaint.

The argument ended when Harvey swore at the victim and went back inside, police said.

The victim told police, according to the complaint, he stayed outside and asked Harvey to come look at the water damage, with Harvey telling his neighbor, “Don’t come in here, don’t open the door.”

Police said the victim reported he did not go into Harvey’s apartment but rather turned the doorknob, causing the door to open partway. Harvey fired a shot, hitting the man in the upper right leg, according to the complaint. He told police he tried to walk downstairs to his own residence but became light-headed and collapsed.

According to the complaint, Harvey said in his call to 911 that he’d shot the victim who he alleged kicked his door, and this was the third time he’d done so.

Police wrote that they found a spent 9mm cartridge casing in Harvey’s living room. Harvey remained in the Allegheny County Jail, unable to post $20,000 bail. He is charged with aggravated assault, simple assault, attempted homicide and reckless endangerment.

Court records listed no attorney for Harvey late Monday afternoon.
